Robert Chalfant has served as lead trial counsel and Litigation Manager in hundreds of mediations and court-ordered settlement conferences for the last twenty-two years on public entity cases. He understands the insurance issues that can keep public entity cases from being resolved, and the value of public entity cases once they are in mediation. He also understands the dynamics at play in contentious cases and knows how to get cases resolved when it appears impossible.

Robert has served as Judge Pro Tempore for settlement conferences in Sacramento Superior Court since 2010, and as a Mediator for the Voluntary Dispute Resolution Program, U.S. District Court, Eastern District of California since 2011. 

Robert’s commitment to Alternative Dispute Resolution was acknowledged by the U.S. District Court in 2016 when he received the Joe Ramsey Award for Excellence in Pro Bono Service. 

Judge Lawrence O’Neill (Ret.), Chief Judge of the Eastern District Court noted that Robert’s “contributions to the court’s Pro Bono Program have been significant. Since 2011, you have served as the VDRP neutral in a total of nine cases. To date, there is no record of you ever declining a VDRP case assignment. In addition, you have graciously assisted the court’s pro bono coordinator in locating counsel for several pro bono case assignments. You are a commendable public servant, and we are grateful for your support and continued participation in the program.”
